Theara KHOUN is a Research Fellow at the Cambodian Institute for Cooperation and Peace (CICP) and is currently serving as a Foreign Affairs and Political Reporter for the Voice of America (VOA) Khmer Service. He earned his BA in International Studies in the honors program from the Department of International Studies, Royal University of Phnom Penh (RUPP) and in Law from the University of Cambodia (UC) in 2012. KHOUN is also a recipient of several scholarships and fellowship, international exchanges and trainings, and research grants to attend international conferences. He is the author and co-author of several articles on transitional justice and regional security including “Rethinking ASEAN Preventive Diplomacy and Policy Responses,” University Publication (2012); In Pursuit of Transnational Justice in Cambodia: From Theoretical to Pragmatic Applications. CICP Working Paper No. 47; and “Building a Stronger ASEAN: Inside-Out or Outside-In?” His research interests include transitional justice, Khmer Rouge, politics and regional security.
