Economic Effects of the Arab Spring: Policy Failures and Mounting Challenges

Since the 2011 uprisings, growth in the MENA region has slowed, inequality worsened, and unemployment increased, thus weakening the popular support needed for new governments to introduce difficult, but necessary, economic reforms.
“Compromise” is the word repeated 25 times in this three-voice dialogue with opposing views on what could be the best solution to the Western Sahara dispute. The settlement options that emerged from the three contributors to this series have accepted either autonomy for the Western Sahara territory (subject to a referendum) or a referendum on self-determination that would include independence as well as other possibilities, including autonomy.

With the downfall of longstanding rulers, the European Union has sought to re-launch a policy dialogue informed by an awareness of human rights issues and to support the process of democratic transition in its Mediterranean neighbors.
What more can be done to resolve the problem in Western Sahara?
Mr. (Carne) Ross, Undersecretary General Miyet, and I have be trading opinions for six months and it is clear that Mr. Ross has no intention to propose or agree on any kind of political settlement or compromise, regardless of arguments to the contrary. It is time to quit deluding ourselves and allowing the refugees to be used as hostages in an effort to advance the cause of a few thousand Polisario rebels. Rather, we should reach out together for a common middle-ground solution.
The Russian government, like its counterparts in the West, the Middle East, and elsewhere, was caught off guard by the outburst of Arab uprisings beginning in January 2011 that swept away long-ruling authoritarian regimes in Tunisia, Egypt, Libya, and (it appears) Yemen, and have threatened to topple those in Bahrain and Syria. The response of the Russian government to these events has, like that of Western governments, often been confused and inconsistent. Just as Western governments have done, Moscow has sought to protect its interests in the region.
