Doesn’t Russia’s egregious invasion of Ukraine look familiar? Whether it’s the flagrant attacks on civilians, the hospital bombings, siege tactics, or rampant disinformation, Ukraine’s parallels with Syria are just about everywhere one cares to look. However, yet another feature of Syria’s grueling war now appears set to be repeated amid reports that Russia is already recruiting Syrian fighters to join combat units on the frontlines in Ukraine.
In two months, Lebanon is scheduled to hold parliamentary elections in the midst of a continuing economic meltdown and total failure of governance. The outcome of the vote is likely to be disappointing for anyone expecting to elect new leaders capable of reforming Lebanon.
Freeze and Build: A Strategic Approach to Syria Policy
While Syria diplomacy may have appeared poised for a period of renewed investment in early 2022, Russia’s invasion of Ukraine and the resulting collapse in U.S. and European diplomatic relations with Moscow mean Syria diplomacy is now all but dead. An unprecedented humanitarian crisis now appears to be imminent. To adapt to this new environment, the international community must consider a comprehensive change in approach, prioritizing the freezing of conflict lines and a more strategic use of aid, stabilization, and targeted rebuilding in areas free of Assad regime rule.
As Russia pushes on with its relentless invasion of Ukraine, Damascus has done more than toe the proverbial Kremlin line — it has shown complete solidarity with its superpower patron.

The past year has seen a trend toward normalization with the Assad regime, accompanied by a push by some nations to force or coerce displaced Syrians to return — or deny them asylum outright. The presumption that Syria is now safe for return is often motivated by political expediency and a false equivalency between “safety” and reduced military operations in a particular area, rather than an in-depth understanding of conditions on the ground and the challenges that returnees face. With pressures for return increasing, the Voices for Displaced Syrians and the Operations and Policy Center undertook a first-of-its-kind research project to establish the minimum frequency and types of violations experienced by returnees throughout the whole of Syria. Despite the known difficulties, the report aimed at obtaining an understanding of at least the minimum frequency with which violations occur, which is a critical step in discussions about return.

A closer look at the ISIS attack on Syria’s al-Sina Prison
On Jan. 20, 2021, groups affiliated with ISIS attacked al-Sina Prison in the southern part of the city of al-Hasakah, in Syria’s far northeast. The attack, which lasted for nearly nine days, ended with the killing of dozens of ISIS fighters and detainees inside the prison, in addition to approximately 140 members of the SDF and its prison guards.

Women’s labor force participation and COVID-19 in Jordan
Jordan has the lowest rate of women’s economic participation of any country not at war. According to the ILO, the kingdom’s female labor force participation rate is below 15%, while that of men is about 60%. This is lower than rates of female labor force participation in neighboring Lebanon (23%), Saudi Arabia (22%), and the West Bank and Gaza (18%). As the COVID-19 pandemic stretches on, the government of Jordan should take the opportunity to expand the accessibility of remote work and corresponding opportunities for Jordanian women who aim to play a role in their nation’s economy.
Helping the Lebanese People Move Toward Recovery: Recommendations for US Policy
Lebanon is currently at a crossroads as the government faces the daunting tasks of rebuilding the economy, restoring public trust, and clearing the way for free and fair parliamentary elections in May of 2022. The country finds itself spiraling downward — an agreement with the IMF is yet to be realized, poverty and emigration are increasing, and there are growing threats to stability due to a failing economy and widespread corruption. Given this critical situation, it is worthwhile to review U.S. interests in Lebanon’s survival and consider key recommendations for U.S. policy to help Lebanon avoid complete collapse and help the Lebanese people move toward economic recovery, political legitimacy, and a more capable, transparent, and sovereign state.
The UAE paves way for Syria’s return to the Arab fold, but plenty of hurdles remain
The UAE has made bold strides to normalize relations with embattled Syrian President Bashar al-Assad, opening itself up to criticism as many countries remain reluctant to reconcile with Damascus. Despite this measured reintegration of Assad into the Arab fold, many serious complications and challenges lie ahead. The most important of these is the lack of support from a hesitant Saudi Arabia, which would impede the crucial next step of Syria’s restoration to full membership in the Arab League before its upcoming summit.
On Dec. 23, Jordanian Minister of Industry, Trade, and Supply Yousef Shamali and Russia’s Ambassador to Jordan Gleb Desyatnikov attended a ceremony to finalize a bilateral cooperation agreement on science, culture, and education. This agreement highlights Jordan’s delicate foreign policy balancing act. The government, led by King Abdullah II, will continue to work with a diverse group of countries, even those with tense relations with the West, to bolster its security and economic opportunities. Mitigating security threats and increasing business opportunities is key to political stability and the continuation of the king’s rule amid Jordan’s persistent socio-economic problems. However, the king will need to be careful not to undermine his closest allies by working with their adversaries.
