Rochdi A. Younsi is Vice President for the Middle East, North Africa & Eastern Med, International Government Relations at Exxon Mobil Corp. He received a bachelor’s degree in law from the University of Algiers in 1993, a master’s degree in international relations from the University of San Diego in 1996, a master’s degree in Middle Eastern studies from the University of Chicago in 1998, and a Ph.D. in History from the University of Chicago in 2003. He joined ExxonMobil in 2009.

Before joining ExxonMobil, Dr. Younsi was Director and Head of the Middle East and Africa Practice for Eurasia Group, a political-risk consulting firm, from 2005 to 2009. He provided short- and long-term political and economic risk analysis for financial, corporate, and government clients in North America, Europe, and Asia. He also provided market-entry analysis and contributed to business development efforts globally.

Dr. Younsi was also a Senior Analyst and Client Manager at Intellibridge Corp. from 2004-2005, where he assisted the U.S. military’s counterterrorism efforts by monitoring and analyzing socioeconomic factors contributing to terrorism. He advised military leaders on trends and methodologies to counter extremist groups in Iraq, Saudi Arabia, and North Africa. 

From 2001 to 2002, he assisted clients with managing political and regulatory risks for a Chicago-based public relations firm.

In his capacity, Dr. Younsi assesses political risk for ExxonMobil business units, contributes to the company’s investment and government relations strategy in the Middle East, North Africa, and the Eastern Mediterranean, and manages the company’s relationships with the relevant diplomatic representations in Washington, D.C., and the U.S. Department of State.

Dr. Younsi also manages relations of the U.S.-U.A.E. Business Council, the U.S.-Egypt Business Council, the U.S.-Saudi Arabian Business Council, the U.S.-Qatar Business Council, and the U.S.-Algeria Business Council.

Dr. Younsi is fluent in English, Arabic, and French. He is based in Washington, D.C.
