One of the most ambitious elements of China’s Digital Silk Road is the Pakistan & East Africa Connecting Europe (PEACE) fiber-optic cable. China has long expressed its ambition to connect the greater Middle East, Africa, and Europe with Chinese fiber optics in order to expand its presence in the region, and Beijing now boasts strategic infrastructure assets in geopolitical hotspots, such as the Pakistani port of Gwadar.

Egypt, like much of MENA, is experiencing an unprecedented digital transformation. Governments throughout the region are embracing emerging technologies, particularly in governance and, increasingly, financial management. Countries across MENA are adopting ICT strategies, such as the ICT Vision 2030 in Egypt. Egypt’s plan aims to develop a knowledge-based society by means of a strong digital economy built on reliable, affordable, and equitable access to digital tools.

In May 2021, the world watched in horror, as Israeli police evicted the Palestinian residents of Jerusalem’s Sheikh Jarrah neighborhood against their fervid resistance. Meanwhile, another fight was raging: that of narrative power. As journalists, citizen activists, and human rights organizations attempted to document Israel’s brutal crackdown, many found their communications subject to overzealous content moderation. Key social media posts were removed from influential platforms, including Twitter, Facebook, and Instagram, precisely when those posts were most crucial.

On Dec. 13, 2021, at a United Nations Security Council (UNSC) meeting, a draft resolution that would have recognized climate change as a security threat was rejected. The resolution, co-sponsored by Niger and Ireland, would have incorporated climate change as a security risk within the U.N. framework of conflict prevention strategies. Turkey, like all other countries, is facing the harsh reality of climate change. Last year, it experienced one of the hottest summers on record. Blistering heat waves led to widespread wildfires in the country’s southwest, affecting five times more land than normal during the summer. Though Turkey usually has large water surpluses, some areas experienced shortages due to extreme drought. Others suffered heavy flooding, leaving scores dead.

On Nov. 22, the Dubai Expo hosted an event where the United Arab Emirates (UAE), Jordan, and Israel signed a cooperation agreement that would broker an exchange of renewable energy and water between Jordan and Israel. This report highlights the existing laws and regulations that govern data protection in the GCC while addressing their potential and limitations, along with the similarities and differences between the GCC’s legislative frameworks and the EU’s General Data Protection Regulation, and the impact of the GCC’s current data protection laws on individuals, the private sector, regulators, and governments.
