Last week, the Biden administration released its new Conventional Arms Transfer (CAT) policy. The new CAT policy emphasizes human rights and strategic competition with China. In the latest installment of the Defense Rapid Reaction series, experts from MEI’s Defense & Security Program provide their views on what the new CAT policy means and how the historical tension between human rights and national security might play out in U.S. policy toward the Middle East.

For more than a decade, policymakers in developing countries in MENA have been confronted with high inequality, low growth, rising poverty, and high youth and female unemployment. They now face new challenges as well. This note briefly identifies some of the most important issues affecting the region, relates them to the results of a recent survey of 12 Arab countries carried out by Arab Barometer, and suggests some pathways out of the current quagmire.

Even as the Iran-backed Houthi rebels pursue back-channel talks with Saudi Arabia as Riyadh looks for a major de-escalation in the coming weeks, they have also been ratcheting up the pressure on the internationally recognized Republic of Yemen Government. The Houthis’ strikes on government-controlled critical infrastructure exhibit the same strategic use of Iranian-supported non-conventional warfare tactics seen in their previous cross-border attacks into Saudi Arabia and the United Arab Emirates.

Today marks the one-year anniversary of the war in Ukraine — a war of choice by Russian President Vladimir Putin. Russia has failed on the strategic, operational, and tactical levels. The Ukrainians have defied the odds. No one will likely underestimate them again, including Russia.

Amid international efforts to resurrect the fragile peace in Yemen, the Iran-backed Houthi militia is imposing stringent conditions for their return to the negotiating table, demanding that state payments of civil servant salaries also go to their militia members and loyalists through direct deposits, which would bolster both their forces and their transnational allies. While the need to compensate Yemeni civil servants is undeniable, the Houthis’ self-serving demands threaten to undermine any progress toward a lasting peace.

The difficulty of quickly providing mechanized and armored equipment to Ukraine, training Ukraine to employ this equipment in combined arms operations, and ensuring Ukraine can maintain and sustain combat power should not be underestimated. As the examples of Turkey’s 2016 military operation in Syria and the U.S. operation in Fallujah in 2004 illustrate, dislodging Russia from its prepared defensive positions will be a daunting task for the Ukrainian Armed Forces.

Despite massive hydrocarbon reserves, Iraq struggles with chronic electricity shortages. There is a clear need to explore cleaner alternatives, such as renewable energy systems, yet the deployment and integration of these systems would be hindered by the same structural woes that have crippled the electricity sector, and which go far beyond generation issues.

Although U.S.-Saudi bilateral ties are on the mend, ambiguities and the transactional nature of the 1945 oil-for-security covenant contribute to mistrust and tensions. The burden of fixing or stabilizing the relationship is a shared responsibility. It’s time for Washington and Riyadh to reconfigure their security ties in accordance with new U.S. geopolitical priorities and new Saudi defense requirements. This report lays out such a process.

Energy remains at the heart of the geopolitical chessboard. Despite recent advances in the development of renewable energy sources, their share in the energy mix remains limited as oil still meets most of the transportation sector’s needs. The development of renewable energies is not yet able to drastically change this reality.

After a difficult year, things finally seemed to be looking up for Turkey’s beleaguered economy in early 2023. But then on Feb. 6 the worst happened: Turkey and Syria were hit by a pair of massive earthquakes, resulting in tens of thousands of deaths and untold damage. As a condition of its $3 billion loan from the IMF, the Egyptian Central Bank confirmed its pledge to maintain a durably flexible exchange rate. The Egyptian pound quickly and sharply dropped, but economists are cautiously optimistic that Egypt can sustain the current crisis and repay its debts. Key findings from the latest Arab Barometer survey, its seventh wave, reveal that, despite some political gains in several Arab states, clear majorities in the 12 countries in which the survey was conducted still hold traditional views on gender norms.

For the first time in several months, Iranian critical military infrastructure again came under attack from an unknown assailant. The Jan. 28 drone attack on a Ministry of Defense workshop complex appeared designed to deliver a politico-strategic message. The strike may mark the beginning of a more unstable post-JCPOA security environment in the Middle East characterized by a return of deterrence and risk-taking behavior.

Despite formal agreements and vast financial resources, Saudi Arabia has largely failed to integrate the various armed groups in Aden and southern Yemen under one national security sector. This adds to Riyadh’s ineffectiveness in establishing military-political influence in southern Yemen or in limiting the UAE’s continuing leverage. In an effort to boost its influence, since late 2022 Saudi Arabia has established new armed formations in Aden and nearby governorates, such as the Nation Shield Force.
