I. Introduction
Continuing low oil prices have prompted Persian Gulf states to diversify their heavily petro-dependent economies. This issue is forcing the oil-rich states to invest and expand their potential as international trade hubs as a pathway away from the time bomb of single commodity exports. As many Gulf states have outlined in economic plans, as well as developed on the ground, maritime trade is an increasingly essential link connecting the Middle East to the global economy.

Summary
For several years, Israeli-Saudi collaboration over regional geostrategy to check Iranian influence has been the worst kept secret in the Middle East since the advent of Israel’s robust nuclear arsenal. Still, public coordination has been taboo, and while indirect, and even direct, coordination may be taking place behind closed doors, no official relationships can develop. This, of course, is due to the history between the state of Israel and the Arab world.

On a sub-level inside one of the Smithsonian’s art galleries in Washington, a man stood entranced by the Golden Hour, a six by eight foot photographic composition of Mecca.
The man noted the dozens of cranes and the Makkah Royal Clock Tower, a monstrous and controversial piece of architecture that dwarfs everything around it. Then, with his finger, the visitor carefully air circumnavigated around the Great Mosque.
“What’s this tiny black cube in the middle?” he asked, pointing to the Kaaba.
The intensifying rivalry between Saudi Arabia and Iran is raising sectarian temperatures in some smaller Gulf Cooperation Council (G.C.C.) states. Kuwait’s fractious parliament has seen growing tension and even physical confrontation between its Sunni and Shiite MPs in response to regional developments. Growing tension in Kuwait is also evident in the national media and online forums.
Saudi Arabia has come under intense scrutiny in recent months. Much of it centers on its more assertive and less accommodating foreign policy, as manifested in its unprecedented military campaign in Yemen. The shift in Saudi regional policy has spawned the sudden popularity of two narratives in the Western press, think tanks and even some official circles.
