The Middle East Institute’s Defense & Security Program is pleased to welcome Vice Admiral (ret.) Kevin Donegan as a distinguished senior fellow on national security, Dr. Saskia M. van Genugten as a non-resident senior fellow, and Dr. Megan A. Stewart as a non-resident scholar. 

Vice Admiral (ret.) Kevin Donegan

Vice Admiral (ret.) Kevin Donegan previously served as commander of the U.S. Navy’s Fifth Fleet and commander of the 32-nation Combined Maritime Forces in the Middle East. Vice Admiral (ret.) Donegan was director of operations for U.S. Central Command, where he managed combat and other operations for all U.S. joint military forces in the Middle East. (full bio)

Dr. Saskia M. van Genugten

Dr. Saskia M. van Genugten is a former strategy and policy advisor at the Netherlands Ministry of Defense and a research fellow at the Netherlands Defense Academy. Previously, she led the MENA Peace and Security research program at the Emirates Diplomatic Academy in Abu Dhabi. She has published extensively on European defense policies toward the Middle East, Middle East security, as well as on the future of war. (full bio)

Dr. Megan A. Stewart

Dr. Megan A. Stewart is an Assistant Professor at American University's School of International Service. She is the author of Governing for Revolution (Cambridge University Press, 2021), and has received several awards for her research, including from the Peace Studies Society and the American Political Science Association. Previously, she was a fellow at Dartmouth College’s John Sloan Dickey Center for International Understanding. (full bio)
