Charlie Winter Headshot

Charlie Winter is a senior research fellow at the International Centre for the Study of Radicalisation (ICSR). He studies terrorism and insurgency, with a focus on online and offline strategic communication. His PhD in War Studies at King’s College London examines how propaganda articulates meaning and, more broadly, explores how contemporary militant groups cultivate creative approaches to governance and war. Alongside his work at ICSR, which is supported by Facebook as part of the Online Civil Courage Initiative, he is an Associate Fellow at the International Centre for Counter-Terrorism in the Hague.

    The central media apparatus of the Islamic State group is mis-reporting on the activities of its cells in central Syria. Rather than exaggerating their capabilities, something that it is conventionally assumed to be doing all the time, its Central Media Diwan appears either to be deliberately under-playing them, or, less likely, to be unaware of their full extent, possibly due to communication issues.
