Matthew Keating

Security Fellowship Program Fellow

Matthew Keating is currently a doctoral candidate and researcher at King’s College London’s Department of War Studies. His research is focused on critical energy infrastructure resiliency and energy supply chains in conflict zones—including in the Middle East.

Matthew previously served as Senior Advisor in the Office of the Assistant Secretary of Defense for International Security Affairs, where he helped execute the Pentagon’s defense diplomacy with over 120 countries, including the Department’s response to the war in Ukraine, the conflict in the Middle East, and America’s engagement with NATO and African partners.

He previously held roles at the U.S. State Department, including as a Special Advisor at the U.S. Mission to the United Nations, and worked at the U.S. Embassy in Paris and the Secretary of State’s crisis operations cell.

A native of Maryland, he holds degrees from Harvard and Oxford.
