Dr. David Alpher is an independent researcher attached to American University and George Mason University, where he teaches courses on conflict analysis and resolution. He has spent the past 11 years in the development arena providing field implementation, program management, and technical assistance to conflict-related development programs. Focusing on the interplay between conflict, aid design, and delivery in fragile, conflict-affected, and complex operations environments, he has twice run programs in Iraq's Anbar Province in addition to a range of work throughout the Middle East, Horn and East of Africa, and Central Asia.
