Dr. Matthew Zais is a Non-Resident Senior Fellow at the Atlantic Council and the Vice President for Government Affairs at HKN Energy. Previously he served as the Director for Iraq on the National Security Council and as Principal Deputy Assistant Secretary of Energy for International Affairs.
