Who’s Calling the Shots in Tehran?

  • Who’s Calling the Shots in Tehran?

Washington says it doesn’t know who runs Iran. Tehran insists its leadership is united. MEI Senior Fellow Alex Vatanka joins hosts Alistair Taylor and Matthew Czekaj to sort out where the truth lies. They look at the small circle of political and military figures now steering the war effort in Tehran: who they are, how they make decisions, and how unified they really are. They also discuss the current state of US-Iran negotiations, the role of the upcoming midterm elections in the United States, and how the Islamic Republic is preparing for a potential renewal of conflict afterward.

  • Borrowed Time in the Strait of Hormuz

Crude oil is flowing out of the Gulf again, but the market is no better prepared for another disruption in the Strait of Hormuz. It has assembled a temporary system for managing one. Crude exports from the Gulf, excluding Iran, returned to pre-war levels in September, while total Gulf shipments reached 15.5 million barrels a day, more than 80% of the pre-conflict volume.

  • The Iran War Has Changed the World Forever

Many of the immediate consequences of the Israeli-American war with Iran are already clear. The further emergence of drones and missiles as dominant weapons of war; the danger to the global economy from the threats to vital chokepoints such as the Strait of Hormuz and the Bab el-Mandeb; and the inadequacy of US weapons procurement, among other issues, have garnered widespread and entirely merited attention.

  • Biden challenged to fortify US power in the Gulf

In the 19th century, the Gulf was a British lake. In the 20th century, American warships played an all but unchallenged role securing the safe and unfettered passage of oil to the West. As the 21st century progresses, the transition to a new era is unstoppable.

  • The role of algorithms in the persistent US-Iranian impasse

Even if we assume that there is goodwill between the U.S. and Iran to improve relations, the power of algorithms will place major stumbling blocks in the way of efforts toward future normalization. A priori programming of foreign policy options and lines of argument have led to immutable algorithms causing the relationship between the two countries to calcify. On both sides, the key personalities who define national security, interpret events, and shape policies toward one another have had virtually no direct contact or experiences with each other’s country. They interpret events, extract meanings, react to one another, and delineate policies through prisms, images, metaphors, binaries, groupthink, and in the lexicon of artificial intelligence, algorithms.

  • The China-Iran deal and the reinvention of the Iranian revolution

The announcement of the Comprehensive Strategic Partnership (CSP), a 25 year-long economic and development agreement between China and Iran, has immediately added to the intensifying discourse concerning US-China Geostrategic Competition. Nonetheless, a closer look at its implications suggests that it may be useful in achieving some U.S. goals with Iran: particularly regime modernization.

  • Water scarcity could lead to the next major conflict between Iran and Iraq

Iran and Iraq are frequently at odds over water issues. Iraq depends on the Tigris and Euphrates rivers for nearly all of its water. But Iran is building dams to redivert some of that water, causing alarm and creating major water shortages for Iraq.

  • Definitional doom: How Iran and Israel derail legal application in cyberspace

Despite the importance of cyberattacks, little has been written about the relationship between these attacks and the applicable law. States are still struggling with controversies involving definitions, even though there is wide applicability of both laws and norms in this context. As a result, cyberspace remains relatively anarchic and the continued controversies have impeded further progress. Although the global discussion has only just begun, it is clear that the rising prevalence of state-led cyber operations warrants a thoughtful, innovative, and immediate regulatory response. Pressure has been building on the governments of the Middle East to join the conversation as their relevance and power in the cyber domain grows.
