    The U.N.-sponsored truce of April 2022 is the longest pause in fighting Yemen has experienced since the Houthi armed rebellion broke out in September 2014 and the Saudi-led coalition forces intervened six months later. But although there is strong external interest in both extending and expanding the truce given the scale of turmoil in the global arena, credible progress remains lacking, while serious obstacles persist.

    Efforts to restore confidence between the U.S. and the Arab Gulf states took a first step with the recent formation of a new naval task force, known as the Combined Maritime Forces-153 (CMF-153), to improve maritime security in the Red Sea, Bab el-Mandeb, and the Gulf of Aden, including the hotspot of Yemen. Established in mid-April, the new task force intends to target weapons smuggling for Ansar Allah, as the Houthi militias are officially known, as well as human trafficking and the drug trade.

    At the conclusion of a week of Yemeni-Yemeni internal deliberations hosted by the Gulf Cooperation Council (GCC) in Riyadh, the government of Abdo Rabo Mansour Hadi announced sweeping changes meant to clear away obstacles to cooperation among the anti-Houthi forces in the country and, perhaps, open the door to negotiations to end the civil war now in its eighth year.

    Seven years on from the launch of the Saudi-led coalition’s military campaign on March 26, 2015, the civil war in Yemen remains stalemated. The fundamental realities of the conflict have not changed substantially in over five years. Meanwhile, the conditions under which the majority of innocent Yemenis are living continue to deteriorate. It’s time to consider measures that can promote an end to the conflict and lay the groundwork for post-conflict reconstruction.

It is imperative that the United Nations, with the United States and other key powers in support, do more to end the suffering and begin the long process of rebuilding and reconstructing Yemen. But that work cannot begin until there is a common understanding of what the obstacles are to achieving a peaceful resolution. In particular, what tools can and should the United States use to pressure the Houthis and overcome their resistance to negotiations?

    Three days have passed since the Houthi attack on the UAE, yet there’s still a lot we don’t know about what really happened. Here’s what we do know: The Houthis officially stated that they were the ones who struck Abu Dhabi, and unlike in September 2019 when they made the same claim, this time they might not be lying. Yet this is not enough to help us answer what in my opinion is the ultimate question: to what extent were the Iranians involved in this attack?
