The Middle East and North Africa (MENA) region is grappling with many challenges on several fronts. Air pollution, water scarcity, and climate change in general are some of the serious challenges facing the MENA economies and residents that have been overshadowed by energy, security, and political debates surrounding the region. Nonetheless, considering their significant negative impact on the economic development of the MENA countries, inclusive, sustainable, and stable economic growth will require timely and effective solutions for the region’s environmental challenges.

The Tehreek-e-Labbaik Pakistan (TLP) has exposed the Pakistani state’s vulnerability to ultra-conservative Islamist groups that have been mainstreamed for narrow political and strategic purposes by the country’s security establishment and self-serving politicians. Only a week after declaring the TLP a terrorist group and banning it, the Imran Khan-led Pakistan Tehreek-e-Insaf (PTI) government gave in to the group’s demands in the face of violent protests by its supporters

The Middle East and North Africa faces a host of major environmental challenges, from water scarcity and food insecurity to climate change adaptation. In recognition of Earth Day on April 22 and in conjunction with MEI’s Climate Week 2021 events, we asked experts and scholars to weigh in with their thoughts on the most pressing environmental issues facing the region.

The response of the Russian government to the Arab uprisings that began in January 2011 has aimed primarily at protecting its interests in the Middle East, including security and economic objectives.[1] Nonetheless, it has pursued different approaches over time: an initial period of observation and political pressure between 2011 and 2015, followed by more active policies thereafter. This essay explains the reasons for this shift and argues that Russia’s policies since 2015 are likely to continue, despite domestic and external challenges.

The U.S.-Israel relationship is a close partnership founded on shared national security interests as well as democratic values. Washington’s commitment to the security and wellbeing of the state of Israel is exceptional, and bilateral ties remain strong despite the erosion of support for Israel among progressive and isolationist circles in the U.S. In spite of all this, the Iran issue presents many pitfalls for miscalculation that could derail even the most well-intended efforts at formulating a coordinated U.S.-Israel strategy.

Overfishing in the Gulf waterway is an acute problem, and Iran and China might not be enforcing proper restrictions on commercial trawlers. In recent years, the introduction of industrial-scale fishing has harmed local fishermen off the coast of Iran. Equipped with sonar systems, commercial trawlers are responsible for a 50% decline in yields for local fishermen in the past five years.

In the 19th century, the Gulf was a British lake. In the 20th century, American warships played an all but unchallenged role securing the safe and unfettered passage of oil to the West. As the 21st century progresses, the transition to a new era is unstoppable.

Calls for the abolishment of terrorism laws have resurfaced in Malaysia recently. The Malaysian Bar and human rights advocates have referred to current terrorism laws as “unjust,” “regressive,” violations of basic human rights and laws that need to be abolished immediately. Yet, despite the physical loss of the Islamic State (IS) caliphate, the terrorism threat still looms in the region owing to IS’ ideology. This article discusses Malaysia’s two terrorism-related laws — correcting misconceptions about them, arguing for their retention, and suggesting ways that valid concerns about them might be addressed.

Five months into his job as commander of regime forces in Deir ez-Zor, Maj. Gen. Nizar Khader appears to have skillfully gained control over the diverse tapestry of loyalist forces in the region. Khader’s return to power in the east quickly put an end to the deadly disputes that had plagued the governorate’s security forces for years. He then launched a nearly three-month campaign, coordinated between Syrian, Iranian, and Russian forces, to push ISIS cells back into the province’s hinterlands, securing the crucial highway connecting Deir ez-Zor with Palmyra and Damascus to the west. His success, while impressive, will face its second major test soon as ISIS prepares for a potential Ramadan offensive.

Historically, Iran has used Iraqi militias to implement both its short-term plans and long-term strategies. At this stage Iran seems to have included its Iraqi proxies in plans to lift U.S. sanctions. Going forward, the Islamic Republic may use escalation against the United States in Iraq to exercise leverage in its dealings with Washington on the JCPOA.

As a NATO and EU member, Bulgaria has consistently been a target of the Kremlin’s hybrid warfare. Moscow is pursuing a calculated and well-planned policy aimed at influencing domestic politics in Bulgaria, with a view of preventing the country from becoming a robust NATO regional security provider. This is especially important for the build-up of the Alliance’s presence in the Black Sea.

Even if we assume that there is goodwill between the U.S. and Iran to improve relations, the power of algorithms will place major stumbling blocks in the way of efforts toward future normalization. A priori programming of foreign policy options and lines of argument have led to immutable algorithms causing the relationship between the two countries to calcify. On both sides, the key personalities who define national security, interpret events, and shape policies toward one another have had virtually no direct contact or experiences with each other’s country. They interpret events, extract meanings, react to one another, and delineate policies through prisms, images, metaphors, binaries, groupthink, and in the lexicon of artificial intelligence, algorithms.

April 11, 2021 was to be a day of celebration and national pride marking the kingdom of Jordan’s centenary as a state — a geopolitical feat in itself few thought was possible a century ago. But instead of pomp and ceremony the festivities were overshadowed by stark events that took place a week before when the government unveiled a “plot” to destabilize the country involving a senior member of the royal family, a close former palace aide, and “outside entities.” This was an unprecedented development in the history of the kingdom and ruling monarchy. The implication of Prince Hamzah, the former crown prince and half-brother of King Abdullah, in a fuzzy conspiracy that is tantamount to a coup has shocked Jordanians from all walks of life. 

Under mounting pressure to define and execute its foreign policy to “restore U.S credibility,” the Biden administration needs to carefully consider its focal points in the Middle East, especially in light of the region’s recent realignment following the signing of the Abraham Accords. Luckily, through cyber diplomacy and norm setting, the administration can restore its credibility without abandoning its core ideals, while also nurturing relationships in the Middle East and beyond. Such cyber diplomacy could involve both engaging with partners to strengthen rules-based frameworks around acceptable state behavior in cyberspace and using cyber to leverage wider diplomatic aims.
