On Feb. 3, Russian Foreign Minister Sergey Lavrov hosted his Jordanian counterpart Ayman Safadi in Moscow. After their meeting, Lavrov emphasized Russia and Jordan’s shared positions on Syria, Gulf security, and Israel-Palestine.
The Caesar Civilian Protection Act sanctions on Syria, which were signed into law by U.S. President Donald Trump in December and took effect on June 17, have polarized the international community. Most European countries have supported the Caesar Act’s use of sanctions to punish Syrian President Bashar al-Assad for war crimes, but Russia and China have stridently criticized the legislation.
On Sept. 9, Turkey’s Foreign Minister Mevlut Cavusoglu embarked on a three-day trip to West Africa, which included stops in Mali, Senegal, and Guinea-Bissau. During his trip, Cavusoglu emphasized Turkey’s support for Mali’s post-coup transition process, struck infrastructure-related commercial deals with Guinea-Bissau, and underscored its commitment to engaging with multilateral institutions, such as the UN and AU, on addressing security challenges in the Sahel.
On Aug. 14, Israel and the United Arab Emirates (UAE) agreed to normalize diplomatic relations in exchange for a suspension of Israeli annexation plans in the West Bank. International reactions to this historic deal were sharply polarized, but the two main strategic rivals of the United States, Russia and China, responded cautiously to the announcement.
On Feb. 12, the director of Russia’s Foreign Intelligence Service, Sergei Naryshkin, made an official visit to Oman. During his trip to Muscat, Naryshkin engaged with senior Omani officials on strategies to de-escalate tensions in the Persian Gulf, counterterrorism cooperation, and approaches to conflict resolution in Syria and Yemen.
On Dec. 2, a series of public statements from Emirati and Syrian officials brought widespread attention to the UAE’s rapprochement with Syria. In a video circulated by Russian state media outlet RT, the UAE’s charge d’affaires in Syria, Abdul-Hakim Naimi, praised the “wise leadership” of Syrian President Bashar al-Assad and hailed the Syria-UAE relationship as “solid, distinct, and strong.” Syrian Deputy Foreign Minister Faisal Mekdad responded enthusiastically to Naimi’s comments by praising the UAE for standing by the Syrian government in its war against terrorism.
On Oct. 23, Russian President Vladimir Putin met with Chairman of Sudan’s Sovereign Council Abdel Fattah al-Burhan in Sochi. After their meeting, Putin praised Sudan’s reliability as a Russian ally and said that the formation of the council was a critical step toward a path of “sustainable development” in Sudan. The cordial meeting between Putin and Burhan came less than one month after Russian Foreign Minister Sergey Lavrov met with Prime Minister Abdalla Hamdok on the sidelines of the UN General Assembly and underscored the resilience of the Russia-Sudan bilateral relationship.
On Oct. 23-24, Russian President Vladimir Putin co-chaired the Russia-Africa Economic Forum in Sochi with his Egyptian counterpart Abdel-Fattah el-Sisi. At the conclusion of the summit, which brought 43 African heads of state to the Black Sea resort town, Sisi emphasized the importance of strengthening Egypt’s partnership with Russia, and Putin described Egypt as a “pillar for security and stability in the Middle East and Africa.”
On Sept. 16, the presidents of Russia, Iran, and Turkey met in Ankara to discuss the resolution of the Syrian civil war. In all three countries, the Ankara summit was hailed as a major success, as negotiations on the formation of a Syrian constitutional committee concluded and progress was made toward resolving other outstanding challenges, such as the future of northeastern Syria and the ongoing struggle for Idlib.
In late July, Russian officials met with Yemen’s Prime Minister Maeen Abdulmalik and representatives of the Houthi Supreme Political Council to discuss the resolution of the Yemeni civil war. These meetings underscored Russia’s ability to balance favorable relations with Yemen’s internationally recognized government and the Houthis: Moscow supported Abdulmalik’s vision for a political solution to the Yemeni civil war and concurred five days later with Houthi criticisms of U.S. military deployments to the Persian Gulf.
