Iran’s New Grand Design: The Next Evolution of the Axis of Resistance
Iran is transforming its Axis of Resistance into a decentralized, Yemen-centered network that leverages the Houthis to threaten both the Strait of Hormuz and the Bab el-Mandeb, extending Tehran’s coercive reach over the world’s key maritime chokepoints and reshaping the post-war balance in the Middle East and Red Sea.
The Houthis are a political-military faction and Zaydi religious movement founded in northwestern Yemen in the 1980s. A key member of Iran’s Axis of Resistance with links to other militant organizations in the Arabian Peninsula and the Horn of Africa, the group has continued to pose a threat to Western interests on a global scale.
Despite claiming they are poised to attack, the Yemeni Houthis have yet to join Iran and its other proxies in their fight against the United States and Israel. Hosts Alistair Taylor and Matthew Czekaj speak to MEI Associate Fellow Nadwa Al-Dawsari to unpack why the Houthis continue to stay on the sidelines of the Iran war and what might prompt them to join the fray. They also discuss the Houthis’ evolving role within the Axis of Resistance, what the Yemeni group has learned from its earlier rounds of direct conflict with Israel and the US, as well as whether its actions could precipitate a renewed flareup in Yemen’s civil war.
The members of the Friends of Yemen, comprising over 30 governments and several international institutions, including the United Nations, World Bank, Arab League, and European Union, gathered for their sixth meeting September 25 in New York on the margins of the UN General Assembly. Chaired by the governments of Yemen, Saudi Arabia, and the United Kingdom, participants praised Yemen’s efforts to implement a political transition through inclusive and comprehensive dialogue and negotiation—a stark contrast to the course of events in better-known Syria and Egypt.
Last week, MEI scholars Allen Keiswetter, a retired Foreign Service officer, David Newton, former ambassador to Yemen, and Roby Barrett, author of Yemen: A Different Political Paradigm in Context(2011), gathered for an informal discussion about Yemen’s National Dialogue Conference (NDC), which began in March.
In a speech on 23 May 2013, President Obama declared the war on terror over. “We must define our effort not as a boundless ‘global war on terror,’” he said, “but rather as a series of persistent, targeted efforts to dismantle specific networks of violent extremists that threaten America.”[1] He argued that al-Qa`ida is on the run in Afghanistan and Pakistan and no longer threatens the U.S. homeland.

The Russian government, like its counterparts in the West, the Middle East, and elsewhere, was caught off guard by the outburst of Arab uprisings beginning in January 2011 that swept away long-ruling authoritarian regimes in Tunisia, Egypt, Libya, and (it appears) Yemen, and have threatened to topple those in Bahrain and Syria. The response of the Russian government to these events has, like that of Western governments, often been confused and inconsistent. Just as Western governments have done, Moscow has sought to protect its interests in the region.
