As Israel’s hardline coalition government is ramming through legislation that would radically alter the country’s political character and system of government, alarm bells are finally ringing in Washington. Even President Joe Biden has finally picked up the phone and expressed his concern to Prime Minister Benjamin Netanyahu about his anti-democratic agenda. The growing American apprehension, however, has yet to be translated into meaningful policy action.

Two weeks ago, on March 10, Iran said it would restore diplomatic relations with Saudi Arabia after a seven-year rupture as part of a deal brokered by China. The agreement, reached in Beijing, is the result of almost a year and a half of mostly quiet talks between Iran and Saudi Arabia, facilitated by a host of countries including China, Iraq, Oman, Russia, and the United States.

Now that Saudi Crown Prince Mohammed bin Salman has clarified what he expects from Washington in return for normalizing ties with Israel—mainly U.S. security guarantees—the question is: Should U.S. decision-makers accept his price?

As part of a continued collaboration with the Middle East Peace and Security Forum held in Iraqi Kurdistan at the American University of Kurdistan, the Middle East Institute and the Iraq Policy Group held a workshop on Nov.15, 2022 focusing on challenges of economic diversification, energy transition, and impacts on labor markets in Iraq and the Gulf region. In addition to the terrible human and material toll, among the many casualties of the ongoing Israeli offensive in the West Bank is Palestinian Authority (PA) President Mahmoud Abbas’s leadership. It was described as a “significant breakthrough” by a Jordanian official, while Jordan’s Foreign Minister Ayman Safadi said the agreement would ‘’de-escalate violence” if implemented, but just as the details of the one-day security meeting in Aqaba, on Feb. 26, were being announced, it became apparent once more that a rare attempt to bring Israeli and Palestinian officials together, in a bid to contain a spike in violence that was quickly getting out of control, was ill-fated.

The Gulf Arab states, while major oil and gas producers, can play a significant role in supporting global efforts to achieve net-zero goals. They are not only endowed with great potential for renewable energy resources as well as some of the world’s lowest carbon content fuels, but also with, to varying extents, sizable financial resources. Yet, to unlock such huge potential, the Gulf Arab states will need to systematically identify and address the various challenges in their path to net zero.

Although Germany and Israel maintain a close partnership, the German “Zeitenwende” has not yet been perceived there. Dr. Nimrod Goren outlines a German-Israeli partnership oriented towards democracy and peace.

The traditional 20th-century pillars of U.S.-Saudi bilateral relations are energy and security — a reflection of Cold War dynamics and the critical role that Saudi Arabia plays in the global economy as an energy superpower. Now, in 2023, Riyadh and Washington should think beyond energy to explore opportunities and address critical challenges in areas such as tech and cyber, which could ultimately cement their strategic relations for the 21st century.

Even as the Iran-backed Houthi rebels pursue back-channel talks with Saudi Arabia as Riyadh looks for a major de-escalation in the coming weeks, they have also been ratcheting up the pressure on the internationally recognized Republic of Yemen Government. The Houthis’ strikes on government-controlled critical infrastructure exhibit the same strategic use of Iranian-supported non-conventional warfare tactics seen in their previous cross-border attacks into Saudi Arabia and the United Arab Emirates.

Although U.S.-Saudi bilateral ties are on the mend, ambiguities and the transactional nature of the 1945 oil-for-security covenant contribute to mistrust and tensions. The burden of fixing or stabilizing the relationship is a shared responsibility. It’s time for Washington and Riyadh to reconfigure their security ties in accordance with new U.S. geopolitical priorities and new Saudi defense requirements. This report lays out such a process.

A Saudi-Houthi agreement now looks increasingly likely, but it is highly doubtful that such a deal by itself will end the multi-layered war or build a sustainable peace.
