The Middle East Institute is proud to host MEI scholar Andrea Rugh for a discussion about Middle Eastern culture and her most recent book, Simple Gestures: A Cultural Journey Into the Middle East. Since US involvement in Iraq and Afghanistan, the importance of culture has become all too clear. Yet, although most scholars agree on its importance, few address culture in ways that provide better understanding to audiences who might benefit, such as policy makers, the media and the American public.

The bipartisan Kerry Lugar Bill provides a multi-year, super-sized economic aid program to the people of Pakistan. This is the right approach to improved US-Pakistan relations. The majority of Pakistanis distrust the US because they believe we favor military dictators over civilian democrats and are quick to abandon promised economic aid programs once we have achieved our security goals.
Secretary Clinton’s visit to Pakistan has been a serious attempt to use public diplomacy to help the troubled US Pakistan relations. Her reaching out to people with a mix of soft power and hard talk was refreshing. It is time to ‘clear the air’ she said. But a lot more work needs to be done in the realm of policy to bring about a meaningful change in the relationship. The problems between Pakistan and the United States, referred to as the “trust deficit” for want of a better word, are many and mask much complexity at the heart of policy and systemic issues on both sides.
Since the “Six Day War” in June 1967, countless American and other diplomats have sought almost continuously to broker peace between Israel and its surrounding Arab enemies. From that tangled history, one achievement stands tallest in a forest of scrub: the Egypt-Israel Treaty signed on March 26, 1979 on the White House front lawn by President Anwar Sadat, Prime Minister Menachem Begin, and President Jimmy Carter.
Since 2007, Pakistan, though not on the verge of becoming a failed state, nonetheless has been gripped by a series of interrelated crises. As the contributors to this volume demonstrate, Pakistan’s current travails have deep and tangled historical roots. They also demonstrate that Pakistan’s domestic situation historically has been influenced by, and has affected developments in neighboring countries as well as those farther afield.

Pakistan has come to reflect and affect many of the critical issues in South Asia that worry the US foreign policy establishment, the media, and the public. But US officials are crafting policy responses to deal with Pakistan that are focused excessively narrowly on a single issue — the war on terrorism. In addition to exacerbating Pakistan’s own problems, these efforts have undermined Pakistan’s capacity and political will to fight this war. As a consequence neither America’s nor Pakistan’s best interests are being served.

Pakistan has had so few national elections in its 60-year history that every exercise to elect the national Parliament is exceptional. These relatively rare events are not only a mechanism for effecting a change of government but are also a means for putting the political process back on the rails and redefining the provisions of the 1973 constitution, which has been shredded by four periods of martial law. General (retired) Pervez Musharraf has declared martial law twice, ironically once against his own government.

Pakistan faces a paradox. Most political observers believe that Pakistan urgently needs free, fair, and transparent elections, but none is convinced that the elections would usher in an era of participatory governance, internal harmony, and stability in the country.
