Mustafa Kibaroglu (Ph.D., Bilkent University) teaches courses on “Arms Control & Disarmament” in the Department of International Relations at Bilkent University in Ankara since 1997. Dr. Kibaroglu was a Research Fellow at the United Nations Institute for Disarmament Research in Geneva (1995); International Atomic Energy Agency Fellow at the University of Southampton (1996); Post-doctoral Fellow at the Monterey Institute in California (1996/97); and Sabbatical Fellow at the Belfer Center of Harvard University (2004/05).
Bilateral relations between Turkey and Iran have been marked by relative peace and stability for the past four centuries. Since the founding of the modern Republic of Turkey in 1923 and the creation of an absolutist monarchy in Iran in 1925, the ruling regimes of both countries have sought to consolidate their domestic power and to pursue an independent foreign policy. Neither Turkey nor Iran has viewed one another as an immediate threat to the attainment of these vital objectives.
