Russia’s Taliban Embrace Signals a New Power Shift in Afghanistan
Sometimes the only thing more frightening than Afghanistan’s problems is the Taliban’s solutions and the recently signed Russia-Taliban military-technical agreement may be the most alarming one yet. The partnership signals that Afghanistan’s security architecture is being rebuilt without the United States, and increasingly by America’s rivals. Washington should pay close attention because the deal hands one of the world’s most repressive regimes a pathway to becoming more capable and deeply entrenched in a regional order where Russian influence is expanding at America’s expense.
The Pakistan-Afghanistan conflict: A strategic concern for the US
Pakistan’s relationship with the Afghan Taliban has shifted from open sponsorship in the 1990s to a silent partnership following 2001 to alienation and belligerence since 2021. Their current conflict, which comes at great cost to both countries and seems to have no easy military or political resolution, also poses a threat to the stability and prosperity of neighboring states. Although American strategic interests in the region greatly diminished following the United States’ military withdrawal from Afghanistan in August 2021, the region’s altered political dynamics have prompted a growing American engagement with Pakistan and tentatively with Afghanistan. At the same time, the US has become a factor in how both Islamabad and Kabul have come to form their national security strategies.

Despite the collapse of the Soviet Union, the newly independent states of the Caspian and Russia are still deeply intertwined in each other’s economies, security, and cultures. Moscow has continued to wield considerable military, political, and economic influence in the region.

Since the Soviet Union’s invasion of Afghanistan some four decades ago, Iran’s attempts to preserve its interests in conflict-ridden Afghanistan have not received much attention from the outside world, but it remains one of the most important neighboring countries for Tehran’s foreign policy.
Confusion writ large: US troop withdrawal from Afghanistan
The uncertainty about the withdrawal timetable has sowed confusion among U.S. partners in Afghanistan and prompted the Taliban to accuse the U.S. of not living up to the terms of their agreement.
Mainly at issue for the country is the difficult choice of whether to prioritize saving lives or saving the economy for a Pakistan that can ill afford to ignore either.
Intra-Afghan talks inch closer, but their launch is only the beginning
Frantic efforts are being made to clear the way for intra-Afghan talks, the logical next step forward in the implementation of the February U.S.-Taliban deal.
The Taliban’s military and diplomatic strategies are intended to work in tandem, one leveraging the other. Each has as its ultimate goal the Taliban’s recovery of an emirate lost in 2001.
The spread of the virus, unease about a cease-fire, peace talks, and the American withdrawal leave the Afghan people gripped with a heightened sense of uncertainty.
Rival Afghan leaders strike a power-sharing deal, but there are plenty of other obstacles on the road to peace
There was no other way to end the political logjam in conflict-ridden Afghanistan than to make current President Ashraf Ghani and the outgoing Chief Executive Abdullah Abdullah agree to share power. The deal announced on May 17 has been widely welcomed by the international community because the political tensions between the two rivals were viewed as one of the major hurdles to the advancement of an intra-Afghan reconciliation process. The political jockeying in Kabul is far from the only impediment to reconciliation though and there are deeper obstacles to the peace process.
