The Algerian authorities are intensifying repression against the last voices of dissent, hoping to put an end to the Hirak once and for all. Human rights in Algeria are under serious threat; the pattern toward a more authoritarian, less competitive regime is clear.

The gradual fading out of protests in 2020 amid the surge of the pandemic was the result of both the system’s political maneuvers and the opposition’s own organizational and political weaknesses.

Beset by severe socioeconomic grievances, Algeria is now facing the most challenging economic situation since the 1988 October Riots, when thousands of young people took to the streets to protest an economic crisis caused by the decline in oil prices, austerity measures, and a youth bulge that led to mass unemployment. The latest food shortages are not the first, however, and given the administration’s current approach, they are unlikely to be the last. While the authorities have blamed business owners and even consumer behavior for the crisis, the underlying drivers are more systemic and structural.

The local and regional elections that took place in Algeria on Nov. 27 are the last in a series after the fall of President Abdelaziz Bouteflika in April 2019. They were preceded by a presidential election that elevated Abdelmadjid Tebboune in December 2019, a referendum on the revision of the constitution in November 2020, and legislative elections in June 2021. Once again, Algerian observers can’t help but ask about the meaning of these repetitive flawed elections. Analyzing elections held in an authoritarian context for what they should be, namely a bridge toward a democratic transition, is indeed fruitless. By analyzing the purpose they serve for the actors themselves, however, we can understand why they still occur despite their lack of credibility and how their illegitimacy shapes current Algerian politics.

On Dec. 19, 2019, Abdelmadjid Tebboune was inaugurated as the eighth president of the Algerian Republic. He took office in the midst of a turbulent political climate following the 2019 popular uprising known as the Hirak. With the confidence of just 40% of the electorate, Tebboune faced steep hurdles in establishing his popular legitimacy. However, beyond his own support, his presidency was also the response of the Algerian political establishment, centered around the military leadership, to the country’s political crisis. As Tebboune reaches the two-year mark of his term as president, it is a natural time to review his administration’s progress so far and assess how its promises and achievements stack up.

Algeria has blamed Morocco for a Nov. 1 bombing that killed three Algerian truckers in the disputed territory of Western Sahara, adding a new layer of uncertainty to ongoing tensions between the two hostile neighbors.

On Nov. 1, three Algerian citizens were killed in the disputed territory of Western Sahara. The Algerian presidency issued a statement accusing Morocco of carrying out an attack with a “sophisticated weapon” on two Algerian transport convoys. This was only the latest episode in a process of escalation between the two countries. The Algerian authorities had previously cut their diplomatic relations with Morocco on Oct. 24 due to rising tensions. Even though the relationship between Algiers and Rabat has long been contentious, the death of three Algerian citizens could prove to be a turning point.

North Africa has entered a food security crisis. Tunisia, Algeria, and Morocco are witnessing food inflation levels not seen since the civil unrest of the Arab Spring a decade ago. Although the Maghreb’s current food crisis was precipitated by the local and global economic shocks brought on by the onset of the COVID-19 pandemic in 2020 and its 2021 aftermath, the structural fragility of the food systems in Tunisia, Algeria, and Morocco is responsible for severity of the problem. At the core of this fragility is the failure to implement adequate measures to address the impact of increased water scarcity and debilitating climate change.

Readmission of irregular migrants has been a critical element in migration cooperation between France and Maghreb countries. In an attempt to increase its leverage, France recently decided to toughen its stance on migrant return by linking it more tightly to the country’s visa policy.

On Oct. 2, Algerian authorities recalled their ambassador to France for consultations amid rising tensions between the two countries. This followed France’s imposition of stricter restrictions on visa quotas for Algerians and critical comments from the French president, Emmanuel Macron. Relations between France and Algeria have long been complicated for historical reasons, but this latest episode comes after a bigger diplomatic crisis between Algeria and Morocco, which resulted in Algiers announcing on Aug. 25 that it was cutting diplomatic relations with Rabat. These actions demonstrate Algeria’s newly assertive foreign policy approach that capitalizes on its military and diplomatic corps. This includes high-level meetings of Army Chief of Staff Said Chengriha and frequent visits by Foreign Minister Ramtane Lamamra to Algeria’s neighbors to rehabilitate the country’s image after years of absence.

In recent years, China and Russia have gradually increased their influence in the Maghreb. The two powers, relative newcomers to the regional scene compared to Europe and the U.S., have been building stronger commercial, security, and diplomatic ties to the Maghreb countries of Morocco, Algeria, and Tunisia. However, these ties have not yet translated into significant popular approval or support.
