On Nov. 17 and 19, MEI’s Program on Palestine and Palestinian-Israeli Affairs convened a two-part series looking at the future of Palestinian politics and the Palestinian national movement. Below is a summary of Part 2, “Toward a Palestinian National Strategy,” which examined the efficacy of the Palestinian leadership’s current focus on a negotiated two-state settlement, as well as alternative visions and means of liberation, such as a one-state solution and the Boycott, Divestment, and Sanctions (BDS) movement.

As governments around the world continue to deal with the COVID-19 pandemic, the world must not lose sight of the ongoing threat of returning Islamic State (IS) foreign terrorist fighters from Syria. As foreign fighters and their families scour for places to seek refuge, Malaysia may inadvertently turn out to be an attractive destination given the country’s visa-waiver program; the porousness of the tri-border region of Sabah, Indonesia, and the Philippines; and insider threats. In the past, terrorists have capitalized on these vulnerabilities. Given the country’s susceptibility to being used as a terrorist safe haven and platform for staging trans-border terrorist attacks, Malaysian authorities need to strengthen and improve existing measures aimed at countering terrorist infiltration.

Below is a summary of Part 1, “Reviving Palestinian Political Life,” which focused on issues such as national reconciliation, elections, succession, the future of institutions like the Palestinian Authority (PA), and reform of the Palestine Liberation Organization (PLO).

Secretary of State Mike Pompeo made history this week by visiting two Israeli settlements, the Psagot winery located on the outskirts of Ramallah in the heart of the Israeli-occupied West Bank, and the City of David located in the Palestinian neighborhood of Silwan just outside Jerusalem’s Old City, the first ever such visits by a sitting American secretary of state. The visits were clearly aimed at legitimizing and normalizing Israel’s settlement enterprise, which is considered illegal under international law, in keeping with the administration’s approach of the last three years.

Radical Islamist terrorism may largely be out of sight for Americans of late. It must not be out of mind.

Though the war in Afghanistan largely went unmentioned in the U.S. presidential race, the incoming Joe Biden administration must make a major decision in the coming weeks and months on whether to follow through on the U.S. commitment to withdraw all troops from the country by the end of April 2021.

Throughout his term in office, the longest in Israeli history, Benjamin Netanyahu has sought to implement his expansionist vision regarding the Palestinian territories occupied in 1967. Netanyahu’s vision was explicitly articulated in the Nation-State Law, which declares that “the state views the development of Jewish settlement as a national value and will act to encourage and promote its establishment and consolidation.” The Israeli PM reiterated his stance at the most recent U.N. General Assembly meeting in a speech that described such Palestinian demands as the right of return for refugees, Israeli withdrawal from the occupied Palestinian Territories, and the evacuation of Israeli settlers from the West Bank as unrealistic.

The passing of Palestinian chief negotiator Saeb Erakat is a tremendous loss, not only for his family but for the Palestinian people and all those who knew and worked with him as well. He was a tireless advocate for his people who dedicated his life to the goal of Palestinian freedom and the dream of Israeli-Palestinian peace.

Since Fatah and Hamas reached a reconciliation agreement in September, Palestinian scholars, activists, and journalists have speculated over when, how, and if this latest reconciliation might actually go forward. Many observers, both inside and outside of Palestine, view the move as a response to the recent rapprochement of Arab countries with Israel, as well as to uncertainty over this week’s U.S. presidential elections.

The COVID-19 pandemic is impacting all communities in Israel, but it has hit some of them much harder than others. The plight of the Haredim (ultra-Orthodox Jews) has been widely publicized, but the Bedouin of the Negev Desert are also being devastated by the pandemic and no one seems to care.

Since May 2019, a series of Syrian loyalist offensives backed by the Russian air force has gradually encroached upon the country’s northwestern Idlib Province, home to the last major pocket of opposition-held territory. As the chief rebel group in control of Idlib, Hayat Tahrir al-Sham (HTS) has employed dozens of suicide car bombs as part of its continued defense of the area. Formally known as suicide vehicle-born improvised explosive devices (SVBIEDs), these weapons have been a cornerstone of the group’s — and by extension, the entire opposition’s — military strategy since early stages of the war, when rebel forces began capturing and holding territory. In an attempt to further understand this strategy and how it has evolved over time, this case study seeks to compare and contrast HTS’s past and current use of SVBIEDs, with a heavy focus on the latter. It will also examine HTS’s evolving SVBIED design, paying particular attention to technical innovations such as environment-specific paint schemes, drone support teams, tablets with target coordinates, and live camera feeds, as well as upgraded main charges.

Next month’s election may be instrumental in salvaging what hope remains for a two-state solution.

As attacks by ISIS increase in both Iraq and Syria, the upcoming U.S. presidential election offers a turning point for how U.S. foreign policy will seek to address a potential ISIS resurgence. This paper lays out this growing problem and recommends policy, which will be constrained by the outcome of the November election.

Afghanistan remains at the center of U.S. and international counterterrorism concerns. As America prepares to pull out its military forces from the country, policymakers remain divided on how terrorist groups in Afghanistan might challenge the security of the U.S. and the threat they pose to allies and regional countries. Advocates of withdrawal argue that the terrorism threat from Afghanistan is overstated, while opponents say that it remains significant and is likely to grow after the drawdown of U.S. forces. This report evaluates the terrorism challenge in Afghanistan by focusing on the political trajectories of three key armed actors in the Afghan context: al-Qaeda, the Afghan Taliban, and the Islamic State.
