In late May, Saudi Aramco signed an agreement to buy 5 million tons per annum of liquefied natural gas (LNG) from San Diego-based Sempra Energy’s planned LNG terminal in Port Arthur, Texas. The deal exemplifies Saudi Aramco’s determination to boost the share of LNG and petrochemicals in its portfolio before its long-awaited public offering in 2021.

Sometime in June the UN Security Council will vote to approve another six-month renewal of the mandate of the 1000-strong UN Disengagement Observer Force (UNDOF) deployed in the Golan Heights. For more than four decades, the UN Security Council has unanimously renewed the mission’s mandate to maintain the ceasefire between Israel and Syria, but this will be the first time it has come up for a vote since President Donald Trump signed a proclamation recognizing Israeli sovereignty over the area of the Golan Heights on March 25th.

Conditions in Iraq since the defeat of ISIS’s territorial “caliphate” justify both optimism and concern at the same time. One issue where there has been much hand wringing but few practical suggestions for what to do is that of the popular mobilization forces (PMF). As the main campaign against ISIS drew to a close, many of the PMF’s leaders sought to translate their fighters’ battlefield sacrifices into political and economic gains.

The Trump administration is preparing to present the “Deal of the Century,” proposing an outline for an Israeli-Palestinian agreement. Very little is known about the plan so far. However, it is important to discuss the context and the conditions under which it has been formulated, and to highlight some basic elements that are required for a third party to promote a peace plan — which are absent in this case.

At the heart of the conflict in Iraq has been a clash of visions over the identity and ownership of the Iraqi state. The post-2003 conflict was, in effect, a violent renegotiation of both the political compact in place since the 1960s and of the balance of power among regional and international players.

Iran’s huge hydrocarbons reserves and Turkey’s growing demand for oil and gas seem to suggest great potential for energy collaboration. US sanctions and pricing disputes, however, limit and complicate the prospects of such a partnership.

New Arab uprisings echo earlier revolts

Despite the many obstacles, the U.S. and Iraq continue to work together to combat the threat of ISIS, and security elites in Baghdad and Washington understand the importance and value of the relationship. Yet, populists on both sides have repeatedly tested the others’ will in a dangerous game of chicken.

Russian Foreign Minister Sergei Lavrov made a four-day trip to the Gulf in early March, stopping in Qatar, Saudi Arabia, Kuwait, and the UAE as part of a broader effort to boost Moscow’s ties with the region. Although the Gulf monarchies are traditionally considered of some of the U.S’s closest allies, relations between Russia and the Gulf have improved in recent years and there is potential for further cooperation going forward.

Although the Gulf is not highlighted on the official map of China’s Belt and Road Initiative, it is one of the main regions where the BRI is being implemented. On the occasion of President Xi Jinping’s speech at the 6th Ministerial Conference of the China-Arab States Cooperation Forum in June 2014, he declared the regional countries as being “natural cooperative partners in jointly building the BRI.” Since then, Chinese state and private firms, banks, and financial institutions have embarked on efforts to advance the BRI in the Gulf, particularly in the energy sector.

Disagreements between Baghdad and the Kurdistan Regional Government over oil policy have been one of Iraq’s most stubborn problems. Resolving this issue would allow for better development of natural resources, generate more revenue that’s badly needed for reconstruction, and might potentially deflate competing claims to disputed territories.

On Dec. 9, 2017, Iraq’s then prime minister, Haider al-Abadi, declared victory over ISIS. However, in the year since then Iraq has continued to face critical challenges, including an internally displaced person crisis and the legitimization of militia groups.
