بايلي ويندر

Bayly Winder was previously a Non-Resident Scholar with MEI’s Strategic Technologies and Cyber Security Program and a Senior Associate at satellite startup E-Space, focused on international business development and government relations, with an emphasis on the GCC. Prior to that, he worked at Deloitte, as a consultant on a PPP with a tech focus. Winder also worked at the State Department, as a Foreign Affairs Officer on the Iran policy team. In 2018, he received the State Department’s Meritorious Honor Award. 

Bayly conducted research on the diwaniyya in Kuwait as a Fulbright Scholar and studied Arabic at Georgetown University’s campus in Qatar as a Boren Scholar. His works have been published by organizations including the Middle East Institute, the Carnegie Endowment for International Peace, the Middle East Policy Council, and the Arab Gulf States Institute in Washington. He has also been quoted in American, European, and Arab press outlets. He is a Penn Kemble Fellow at the National Endowment for Democracy and a member of Foreign Policy for America’s NextGen Initiative. In 2021, he was named to the Middle East Policy Council 40 Under 40 list. He served as a policy volunteer for the Biden for President 2020 campaign for over one year.
