Emmanuel Banks

Emmanuel Banks is a strategic engagement and counterterrorism expert with more than 12 years of experience in national security and diplomacy. He most recently served as a senior counterterrorism multilateral affairs officer at the U.S. Department of State, leading global capacity-building initiatives in multilateral forums and in the field. From 2014 to 2020, he held a range of counterterrorism and Middle East roles, including as special assistant to the Deputy Special Presidential Envoy to the Global Coalition to Defeat ISIS and as the interagency liaison supporting the U.S. Special Envoy for Syria. Banks served in the White House National Security Council’s Executive Secretariat and countered Iranian disinformation at the State Department’s Global Engagement Center. He serves on the board of Adas Israel Congregation in Washington, D.C., and is involved with New York City Ballet’s Young Patrons Circle. He holds degrees in economics and Arabic from George Mason University.
