Liz Leibowitz serves as the Senior Foreign Policy and National Security Advisor to Senator Jacky Rosen (D-NV), member of the Senate Foreign Relations Committee (SFRC) and Ranking Member of its Near East Subcommittee. Previously, Liz led the government relations team at the ONE Campaign, an international NGO to advocate for the end of global poverty and preventable diseases. Liz also served as a Biden Administration senior appointee at the U.S. Agency for International Development (USAID) in leadership roles on the agency’s COVID-19 Task Force and later in USAID’s Office of Budget and Resource Management as the acting Deputy Director. Before going to the Administration, she held the role of Senior Foreign Policy Advisor to Senator Ben Cardin (D-MD), and before that to Congresswoman Nita Lowey (D-NY), where she was responsible for the creation of the Middle East Partnership for Peace Act (MEPPA), a $250 million, five-year program to support grassroots and economic peacebuilding between Israelis and Palestinians at USAID and the US International Development Finance Corporation (DFC). Liz has also held roles at the Jewish Federations of North America, the Office of Congressman Bob Brady (D-PA), Rabinowitz/Dorf Communications, and the Human Rights Campaign. Liz is a Term Member of the Council on Foreign Relations and holds a Master of Public Health, with a focus in global health, from the George Washington University and a Bachelor of Arts in political science from American University.
