Shifting sentiments in the Sahel: Anti-France or pro-Russia?
In recent months, fervent anti-French sentiment has been on the rise in Burkina Faso and Mali. In February 2023, the Burkinabe army announced the end of the French Sabre Force in the West African country. This came three weeks after the transitional government withdrew from the 2018 defense agreements with France that had previously allowed 400 French troops to be stationed in a cantonment outside of the capital, Ouagadougou.

Brothers at arm’s length: Moroccan-Algerian rivalry and the challenge of Maghrebi integration
In late August 2021, Algerian Minister of Foreign Affairs, Ramtane Lamamra, shocked the world by abruptly severing diplomatic relations with Rabat after three decades of a cold modus vivendi between the two Maghrebi powerhouses. In an official statement, Lamamra accused Morocco of abandoning its commitment to organizing a referendum for self-determination in Western Sahara, among other “hostile and despicable acts” against Algeria.
In a volatile international environment, unpredictability reigns. Perhaps nowhere is this more true than in the Sahel, where myriad existing security challenges have only been exacerbated by the devastating impact of COVID-19. Despite significant stabilization efforts, the situation is growing increasingly complex and various interrelated vulnerabilities weigh heavily on the region’s security agenda, including the pandemic, terrorist threats, chronic economic instability, climate change, skyrocketing demographics, and weak governance systems, as well as unprecedented food insecurity and extreme poverty.
Conflicting agendas and strategic rivalry in the Sahel
The Sahel reveals a lot about how Africa has become an area of competition between world powers with different foreign policy priorities, as they vie for greater political, military, and economic influence on the continent. A major arena of geo-economic and geopolitical contestation, the region presents both challenges and opportunities for many traditional and emerging players, including the West, Russia, China, and ambitious regional actors like Turkey.
