Paul Salem is a former Senior Fellow at the Middle East Institute (MEI). He previously served as MEI’s president and CEO and as vice president for international engagement. His research focuses on political change, democracy and governance, social and economic policy, as well as regional and international relations in the Middle East.
Prior to joining MEI, Dr. Salem was the founding director of the Carnegie Middle East Center in Beirut, Lebanon (2006–2013). From 1999 to 2006, he served as director of the Fares Foundation, and earlier founded and led the Lebanese Center for Policy Studies (1989–1999), Lebanon’s premier public policy think tank.
Dr. Salem is also a musician and composer of Arabic-Brazilian jazz, with his music available on iTunes. He writes regularly on his Substack blog, Thinking Middle East.
He holds a BA, MA, and PhD from Harvard University.

In the past ten days Egypt held a first round of parliamentary elections, announced renewed loan talks with the IMF, experienced new clashes with militants in the Sinai, and joined multinational talks to end the war in Syria. These headlines provide current glimpses into the country’s complex and challenging political, economic and security trajectories.
The Russian escalation in Syria will create a flurry of diplomatic activity to find a political solution to the Syrian crisis and a fresh attempt to confront ISIS in Syria, but the conditions for success on both fronts are still absent. After 6,000 air strikes, 9,000 targets struck, 10,000 fighters killed, and various battles undertaken in Iraq and Syria, the war is at a strategic stalemate.
Almost a century after Mustafa Kemal Ataturk abolished the caliphate in Istanbul and six decades after Gamal Abdel Nasser and the Ba‘th Party led a secular nationalist revolution in Egypt and the Arab world, the Middle East is rife with radical religious counter-revolution, and a caustic caliphate sits astride the Syrian-Iraqi interior.
