Well over 30 attacks against commercial shipping in the Red Sea have been reported since mid-November 2023, although none have targeted crude oil or liquefied natural gas (LNG) carriers to date. But that is not to say that global energy flows through this critical maritime chokepoint are invulnerable; any harm that came to hydrocarbon carriers traveling into or out of the Red Sea via the Bab el-Mandeb would have far-reaching consequences for international markets.

With no new interregional or international gas pipelines currently planned, gas-poor Morocco should consider alternative import schemes, such as LNG import via ISO tank containers, utilizing its well-developed port, rail, and road infrastructure.

After issuing positive statements around greenfield blue hydrogen projects in late 2022, the company, Bloomberg now reports, may be migrating away from the hydrogen scheme and toward LNG exports. Both would require significant capital investment. Assuming the company decides to pursue an LNG export project, it will face many potentially value-erosive challenges and risks that must be overcome before achieving economic success.

The development of small-scale LNG and the domestic deployment of LNG as a transport and power-generation fuel could help to lower Saudi Arabia’s carbon footprint as well as improve air quality by reducing vehicle exhaust.

Industry analysts widely agree that OPEC+ production levels are currently well below the members’ authorized quotas and that any production increases will mainly be met by Saudi Arabia and the UAE. The challenges facing the group are daunting, but if met, seven major OPEC countries could feasibly raise crude oil production while utilizing existing infrastructure, significantly narrowing the global demand-supply gap.

Throughout the month of June, Qatar Energy, the state-owned energy company responsible for delivering the newly named North Field East Project, captivated the attention of global energy players. After more than six months of bid evaluation, the Qataris have selected the partners in the drive to expand their LNG capacity. While all partners have minor interests, the Qataris have publicly secured participation from representative Western energy players.

With its recent deepwater exploration success in the Black Sea and prominent geographic location for interregional hydrocarbon pipelines, Turkey can play a material role in shaping the geopolitical landscape today, especially in the natural gas sector. The country will face a strategic conundrum, whether to utilize newly discovered gas resources entirely for domestic needs and thereby reduce gas imports that come with political baggage as well as foreign currency expenditures, or export gas to capture foreign revenue that Ankara desperately needs.

The Dorra Gas Field, located in shallow waters offshore in the northern Arabian Gulf, lies at the junction of competing territorial claims by Kuwait, Iran, and Saudi Arabia. With the growing gas demand in these countries, any production will be absorbed into the domestic network and the impact of production on the global gas and LNG market will be insignificant. However, the development of the field, if it occurs, may serve as a bellwether for regional relations.

On March 25, 2022, President Joe Biden announced an agreement committing the U.S. LNG industry to supply an additional 15 bcm of LNG to Europe through the remainder of the year. The agreement also envisions U.S. LNG increasing supply to Europe to 50 bcm through 2030, equating to approximately one-third of the EU’s gas imports from Russia in 2021.

Saudi Aramco seeks to enter the global gas business again. The company aims to build new business opportunities in the hydrogen and CCS sectors utilizing forecasted new domestic gas production. Its main challenges are long-term consistent commodity-cycle-insulated investment and domestic gas resources.

The global LNG landscape is changing, and while Qatar will continue to be a major LNG exporter, it will briefly drop to third in the global rankings until planned expansion projects come on stream in the middle part of the decade. Strategically, Qatari suppliers may opt to change their market supply profile, which will have a knock-on effect on the global market, both LNG suppliers and buyers.

With the recent announcement of the Jafurah Field, a massive unconventional, non-associated gas play, Saudi Arabia is looking to enter the global gas sector. The field’s estimated reserves, while substantial, are insufficient to meet current domestic needs and, in the future, displace dirty heavy fuel oil used in power generation and satisfy international export goals. The kingdom thus faces difficult decisions regarding the allocation of the Jafurah gas — to either domestic or international markets — and both options have significant challenges.
