Turkey and the Nuclear Threshold

  • Turkey and the Nuclear Threshold

As a result of the Iran war, Turkish thinking about nuclear weapons appears to be shifting. Iran’s emergent ability to threaten regional states (and possible determination to acquire a nuclear weapon itself), growing concern about Israeli aggressiveness, doubts about US security guarantees, and greater Saudi nuclear autonomy are all pushing Ankara to consider a future nuclear option.

  • Eastern Mediterranean Gas

In less than two decades, a string of offshore discoveries has turned the Eastern Mediterranean into a significant gas-producing region, making Israel an exporter, twice lifting Egypt into the ranks of liquefied natural gas (LNG) exporters, and giving Cyprus finds it has yet to bring to market. This backgrounder explores the potential and challenges of exploiting and managing LNG resources in the region.

  • The Mecca Joint Défense Agreement: A New Geometry of Middle Eastern Power?

On August 7, 2026, Saudi Arabia, Turkey, and Pakistan signed the Mecca Joint Défense Agreement, a collective-defense pact widely compared to NATO’s Article 5. This essay argues that the comparison is misleading. Mecca borrows NATO’s language of solidarity without yet possessing NATO’s institutional machinery, and the Houthi offensive against Saudi Arabia in September 2026 provided an early and revealing test of what the agreement actually means in practice. Neither Pakistan nor Turkey automatically entered the fight on Saudi Arabia’s behalf, and Washington, despite an initial reluctance to strike directly, remained indispensable through intelligence support and a major proposed F-35 sale. Drawing on realist alliance theory — Hans Morgenthau, Kenneth Waltz, Stephen Walt, Glenn Snyder, and Steven David — and on the precedent of the Central Treaty Organization (CENTO), the essay contends that the Middle East is not dividing into rival blocs but moving from hierarchy toward a looser, overlapping geometry of hedged partnerships, in which American exclusivity is eroding considerably faster than American primacy.

  • A Sea Change?: China's Role in the Black Sea

Through its Belt and Road Initiative, China seeks to play a larger role in the Black Sea region. China has been wooing littoral states in hopes of securing new markets for its goods and investing in infrastructure projects. But some worry that there is more to Chinese actions in the region than meets the eye. The worry is that China will increase its political and diplomatic clout in a region that is considered vital for Russian interests and create tension between Moscow and Washington. Despite the uneasiness in the West about China’s increasing presence in the Black Sea, there is not enough focus on the issue in the scholarly debates in Western capitals. The MEI’s Frontier Europe Initiative aims to contribute to the debate on the role of China in the Black Sea. We hope the articles in this report will help to address several important unaddressed questions.

  • Is escalation in Idlib on the horizon?

As the conflict in Nagorno-Karabakh rages between Armenia and Azerbaijan, Russia and Turkey once again find themselves on opposite sides in a regional geopolitical war. With the reverberations from the fighting now spreading across the region, the fate of Idlib could be tied to battles elsewhere as Moscow potentially seeks to open up another front against Ankara.

  • Erdogan’s two-man rule

For those following Turkey, there is no doubt about who calls the shots. From the economy and landscape to the arts and sports, everything reflects the will and vision of one man: President Recep Tayyip Erdogan. To his supporters and many of his detractors, he is invincible and answers to no one but God. In reality, however, Erdogan has become increasingly reliant on Devlet Bahceli, the head of the hard-right MHP, who is playing a growing role in shaping his policies. And as Erdogan loses ground in the polls, Bahceli’s sway only increases.
