Israel is preparing to hold what may be its most consequential election in decades. On October 27, Prime Minister Benjamin Netanyahu will face his first electoral test since October 7, 2023. In this bonus episode of Middle East Focus, we present the audio from a recent MEI webinar, hosted in Israel on the eve of the vote. Senior Fellow Natan Sachs is joined by Dr. Shira Efron, Distinguished Chair for Israel Policy and senior fellow at the RAND Corporation, and Neri Zilber, veteran journalist and Financial Times correspondent. They explore what’s at stake in this historic election and how different outcomes could reshape Israel’s domestic politics and the wider region.

  • Israel Was Built on Hope. This Election May Be Our Last Chance to Save It

Israel’s national anthem, Hatikva, means “the hope.” Israel is not just another country, but the culmination of a 2,000-year-old dream of national redemption. The rebirth of the Jewish people’s ancestral homeland, just three years after the Holocaust, was a miraculous triumph of hope over all odds.

Today, that hope has been shattered and the elections on October 27 have become the most consequential in Israel’s history.

  • Who’s Calling the Shots in Tehran?

Washington says it doesn’t know who runs Iran. Tehran insists its leadership is united. MEI Senior Fellow Alex Vatanka joins hosts Alistair Taylor and Matthew Czekaj to sort out where the truth lies. They look at the small circle of political and military figures now steering the war effort in Tehran: who they are, how they make decisions, and how unified they really are. They also discuss the current state of US-Iran negotiations, the role of the upcoming midterm elections in the United States, and how the Islamic Republic is preparing for a potential renewal of conflict afterward.

After a decade of post-Arab Spring isolation, Turkey’s leaders have recognized that their ambition to position the country as an agenda-setter on the world stage requires active engagement in all directions. President Recep Tayyip Erdoğan’s consolidation of executive authority has centralized foreign policy decision-making and tied it to his domestic political priorities, transforming the country’s revisionist approach to one shaped primarily by personal and pragmatic interests.

  • EU-MENA relations: Outlook for 2022

Going into 2022, many of the main issues that dominated the EU’s relations with the countries of the Middle East and North Africa (MENA), from the ongoing talks in Vienna to revive the 2015 Iran nuclear deal to the conflicts in Syria and Yemen, as well as the uncontrolled influx of migrants from the region and Turkey’s long-stalled membership bid, remain on the agenda. Is the new year likely to see a resolution of any of these issues or any other significant changes in relations between the EU and the countries of the region?

  • How involved was Iran in the Houthi attack on the UAE?

Three days have passed since the Houthi attack on the UAE, yet there’s still a lot we don’t know about what really happened. Here’s what we do know: The Houthis officially stated that they were the ones who struck Abu Dhabi, and unlike in September 2019 when they made the same claim, this time they might not be lying. Yet this is not enough to help us answer what in my opinion is the ultimate question: to what extent were the Iranians involved in this attack?

Iran’s new president, Ebrahim Raisi, has presented his first draft budget bill for the upcoming Iranian year (1401), which starts on March 21, 2022. Rather than facilitating a much-needed economic recovery, the proposed budget is designed to strengthen the regime’s power base and impose austerity while keeping society under control.

  • As the Houthis expand their regional aggression, will the US double down on a failing strategy?

While a negotiated agreement by the parties to deescalate militarily and return to the negotiating table would be the preferred outcome, there’s little or no reason to believe that the Houthis, who have responded to their losses in Shabwa by escalating their attacks, are yet interested in talking. Rather, by issuing pleas for de-escalation, the international community risks sending the Houthis yet another message that their intransigence, which is the root cause of the humanitarian crisis afflicting Yemenis, will be rewarded by new pressure on the Saudi-led coalition to limit its response to Houthi aggression. In this regard, the Biden administration, with its international partners, risks repeating the failed strategy of 2021.

  • Back to basics? Lebanon’s critical role in Biden’s Middle East

In the past several months, Biden administration officials have been pushing back against an encroaching narrative that the United States has abandoned the Middle East. But deepening partnerships built on a shared threat are not enough to assuage the concerns of all valuable allies in the region given the increasing perceptions of U.S. unreliability. To address these concerns, the U.S. needs to identify positive nexuses across policy priorities as well. One ripe option in this frame is Lebanon, where the United States has a reliable and long-standing partner in the Lebanese Armed Forces.

  • The Houthis’ retaliation for Shabwa

On Jan. 10, the governor of Shabwa announced its liberation from the Iran-backed Houthis. This victory followed a seemingly successful Houthi military campaign over the past couple of years to expand their influence around the city of Marib, weaken the internationally-backed government of Abed Rabbo Mansour Hadi, and solidify their grasp on strategic northern areas. However, while significant, the victory in Shabwa is unlikely to be replicated in the rest of the country, given the very specific political and regional dynamics that helped to bring it about. Moreover, the Houthis’ drone attack on Abu Dhabi on Jan. 17 presents a further challenge to the advance of pro-UAE forces into Marib.

On Jan. 17, the Houthis perpetrated another attack, targeting an Emirati oil facility in Abu Dhabi, killing three international citizens, and damaging infrastructure. The story here is unfortunately all too familiar and begs a coherent response now. After all, what is becoming routine in the Gulf will likely be copied and repeated in other locations.

  • Morocco’s New Challenges as a Gatekeeper of the World’s Food Supply: The Geopolitics, Economics, and Sustainability of OCP’s Global Fertilizer Exports

Morocco’s phosphorus fertilizer industry, with its massive production capacity and international reach, has transformed the kingdom into a gatekeeper of global food supply chains. Morocco’s centrality to global food security rests with the fact that all food crops, indeed all plant life, require the element phosphorus to grow and Morocco possesses over 70% of the world’s phosphate rock reserves, from which the phosphorus used in fertilizers is derived. By becoming one of the world’s leading fertilizer exporters, instead of continuing to just export the raw material, Morocco has enriched its economy and elevated its international standing. In Sub-Saharan Africa in particular, the kingdom’s combination of joint venture partnerships in local fertilizer production and deft direct outreach to farmers has resulted in a remarkable boost in African agricultural yields and the notable expansion of Morocco’s soft power influence across the continent.

  • Tunisia’s Kais Saied becomes an ordinary politician

While some of Saied’s rhetoric as well as his symbolic and legislative decisions may appear to some as revolutionary, the post-July 25 political system has thus far maintained continuity from both the pre- and post-revolutionary way in which the state governs: a top-down, policing approach with deference to — and reinforcement of — existing socio-economic hierarchies. In presiding over and perpetuating this system, whether with verve or reluctantly, Saied has become an ordinary politician, following in the footsteps of many others who have held positions of power.
