Shakti Sinha is an Indian civil servant who worked as head of the governance and development section of the United Nations Assistance Mission in Afghanistan (UNAMA) from April 2006 to December 2008. He was subsequently a consultant with UNDP (Afghanistan) on the development of policy capacity in the government. He has spent time at the Institute of South Asian Studies, Singapore writing on Afghan issues, focusing on state building and Afghanistan-Pakistan relations.
