In many ways, the U.S.-Israeli war against Iran and the war in Gaza that preceded it seem transformative. After decades of shadow warfare, Iran and Israel have now attacked each other’s homelands directly. And Israel and the United States have joined forces in a genuinely novel way to wage war against Iran.
It is now clear the United States is sinking into the quagmire of its war with Iran with no clear idea of how to get out. More than five months of intermittent bombing of Iran have not brought Tehran any closer to surrender. Recurring threats by US President Donald Trump to launch a massive military campaign against the country aren’t causing Iran to submit to US demands.
As the US-Israel-Iran war enters its sixth month, the conflict has taken a sharp turn. After a brief lull in the fighting, Iran launched a surprise ballistic missile attack on US forces on July 28, and the US and Saudi Arabia struck back at Iran-backed militias in Iraq, marking Riyadh’s entry into the war. On July 9-11, Washington will host the leaders of NATO’s 32 member states for a special anniversary summit, celebrating 75 years since the Alliance’s founding. But the NATO heads of state and government are unlikely to spend much time reminiscing. Their agenda will be full, spanning from Ukraine, Russia, wars in the Middle East, China, terrorism, cyber threats, NATO enlargement, boosting Allied capabilities, freedom of navigation around the world, nuclear deterrence, and more.
In its 2022 Strategic Concept, NATO declared the Black Sea Region (BSR) of strategic importance for the Alliance, yet this recognition has never translated into NATO developing a proper strategy toward its critical southeastern flank. That glaring gap must be addressed right away.
While the Washington Summit is unlikely to deliver any ground-breaking outcome, it certainly offers the opportunity to articulate the nexus between security in Europe and the Mediterranean-African region. Since the start of Russia’s full-scale invasion of Ukraine, the threat of sea mines to maritime traffic in the region has become exponentially more acute. The Turkish-Romanian-Bulgarian trilateral minesweeping mission is a welcome sign of regional willingness to cooperate in this space and could, with the right incentives and sufficient political will, open the door to the establishment of a NATO Black Sea Fleet.
Azerbaijan will host COP29 at the end of this year. Being selected to host the most important international climate event is a major achievement for the South Caucasus country, though the spotlight it brings will come with its own challenges due to Azerbaijan’s poor human rights record and worsening relations with the West.
