Apart from the brief honeymoon period between 1961 and 1963 under President John F. Kennedy and President Nazim al-Qudsi, US-Syria relations have never held such optimistic potential as they do today. Today, following the fall of Bashar al-Assad regime and the rise of a new government under President Ahmad al-Sharaa at the end of 2024, a new geopolitical window has opened.

Although it has been a frustrating summer, Lebanon remains on the right track. My observation after a ten-day visit to Beirut and Jerusalem this month is that leaders in both capitals remain strongly committed to a shared objective.

With sanctions repealed, Syrian policymakers must ensure that growing volumes of credit reach beyond the narrow political and commercial networks that have generally dominated Syrian finance. That will require a credit strategy aimed at sectors and regions historically excluded from formal finance. Syria’s specialized state banks offer an imperfect but ready-made mechanism to do so.

The Iraqi Peshmerga, the military arm of the Iraqi Kurdistan Regional Government (KRG), remains one of the United States’ most important defense partners in the Middle East. This monograph provides an in-depth assessment of Peshmerga combat effectiveness, particularly considering its experience in the war against the Islamic State and its subsequent clash with the Iraqi Army and Iran-backed militias. Drawing on past research and more than two dozen interviews with Peshmerga officers, US military officers, and subject matter experts, this study includes detailed policy recommendations as well as a discussion of their implications.

In many ways, the U.S.-Israeli war against Iran and the war in Gaza that preceded it seem transformative. After decades of shadow warfare, Iran and Israel have now attacked each other’s homelands directly. And Israel and the United States have joined forces in a genuinely novel way to wage war against Iran.

Lebanon is America’s next foreign policy win — if Washington acts now. The US has committed blood and treasure to neutralize Iran’s ability to project power and destabilize the Middle East. Lebanon is now the clearest opening to convert those investments into strategic gains and permanently dislodge the Islamic Republic from its most important regional foothold. Securing a sovereign Lebanon, achieving a lasting Israel-Lebanon peace, and dismantling Hizballah — the blueprint of Iran’s proxy model — would irreversibly weaken Tehran’s threat and consolidate a new regional order led by America’s partners before Iran has a chance to reverse its losses.

This report outlines an actionable US roadmap to win in Lebanon, comprising eight chapters of specific policy interventions across the security, economic, and political dimensions needed to secure a sovereign Lebanon, lock in US gains against Iran, and permanently end the Israel-Lebanon conflict.
